INVITATION TO BID

            Sealed proposals, addressed to The Metropolitan District for the following Contract(s) will be received at the office of the District Clerk of The Metropolitan District, First Floor, 555 Main Street, Hartford, Connecticut (MAIL ADDRESS:  555 MAIN STREET, HARTFORD, CT 06103-2987) until 2:00 PM, LOCAL TIME on APRIL 10, 2008, at which time they will be opened and read at the District's Headquarters Building, 555 Main Street, Hartford, Connecticut.

                                  Contract No. 2008-29 – AUTOMATIC DRY SPRINKLER SYSTEM  REPAIRS AT THE MID-CT PROJECT, WASTE PROCESSING FACILITY, 300 MAXIM ROAD, HARTFORD, CT

                There will be a mandatory pre-bid conference for all prospective bidders at the Mid-CT Project Waste Processing Facility, 300 Maxim Road, Hartford, CT on April 3, 2008, and repeated on April 4, 2008, at 10:00 AM, local time.  In order to be considered a “Responsible Bidder”, attendance at one of the Mandatory Pre-Bid Conferences is required.  Failure to attend and sign the attendance sheet at one of the Mandatory Pre-Bid Conferences will result in your bid being deemed non-responsive and ineligible for review and award by the District.

                Prospective Bidders will be able to ask questions of the District staff regarding the project during the Mandatory Pre-Bid Conference.  Bidders are required to attend one Pre-Bid Conference to familiarize themselves with the location, scope of work to be done, and conditions which would affect the Contractor’s work.

                The goal for MBE/WBE participation expressed as a percentage of the total contract amount shall be 8.5 percent with the following makeup:  MBE 6.0 percent, WBE 2.5 percent.  Bids which do not meet the goal may be deemed non-responsive.  All MBE/WBE’s shall be certified by the State of Connecticut.  Any Contract or Contract(s) awarded under this invitation of bid are expected to be funded in part by a loan from the State of Connecticut (Department of Environmental Protection).  Neither the State of Connecticut nor any of its departments, agencies or employees is or will be a part to this invitation to bid or any resulting contract.
