HARTFORD WATER POLLUTION CONTROL FACILITY UV EQUIPMENT PRESELECTION
INVITATION FOR BIDS TO FURNISH EQUIPMENT
Sealed Bids for furnishing and delivering equipment for the Ultraviolet (UV) Disinfection System for the Hartford Water Pollution Control Facility (WPCF) will be received by Kristine C. Shaw, District Clerk of The Metropolitan District (the Owner), 555 Main Street, Hartford, CT, 06103 until 2:00 PM, on the 22nd day of July, 2009. Any bids received after the specified time and date will not be considered. Bids will then be publicly opened and read aloud.
The intent of this Invitation for Bids is to select equipment that will be the basis of the Engineer’s design that will be included in the General Contract for the construction of the Hartford WPCF UV Disinfection Project to be bid by the end of the year.
Each Bid must be submitted on the prescribed Bid Form and as prescribed in the Instructions to Bidders. All information and materials requested herein are applicable in preparing proposals and will be used in subsequent evaluations by Engineer and Owner for the purpose of selection. Complete descriptive literature, as required by the Bidding Documents, shall be submitted for the Engineer’s and Owner’s review and evaluation.
Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan and grant from the State of Connecticut (Department of Environmental Protection). Neither the State of Connecticut nor any of its departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract or any lower tier subcontract. This Contract is to be subject to regulations adopted in accordance with Section 22a-482 of the Connecticut General Statutes.
Before a Contract will be awarded for the Work contemplated herein, Owner will conduct such investigations as necessary to determine the performance records of the Bidders. Upon request, the Bidder shall submit such information as deemed necessary by the Engineer to evaluate the Bidder’s qualifications.
Complete instructions for filing Bids are included in the Instructions to Bidders. The Owner reserves the right to waive any informality in or to reject any or all Bids not conforming to the intent of the Bidding Documents. The Owner also reserves the right to accept the Bid, that in the Owner’s sole judgment, best meets its needs.
It is anticipated that the Contract entered into by the successful Bidder and the Owner will be assigned to an Installing Contractor selected by the Owner. Consequently, it is anticipated that the UV Disinfection System will be purchased by the Installing Contractor. The Proposal price quoted herein is considered a “base bid”. Owner reserves the right to negotiate a final lump sum price to account for design modifications. Refer to Instructions to Bidders for additional information regarding the base bid.
Bidders on this work will be required to comply with the President's Executive Order No. 11246, 3, 17, and any amendments or supplements to that Executive Order.
