BOURKE G. SPELLACY RETIRES AS MDC
DISTRICT COUNSEL;
R. BARTLEY HALLORAN APPOINTED AS INTERIM COUNSEL
HARTFORD – Bourke G. Spellacy, Counsel to the Metropolitan District Commission
(MDC), has announced his retirement after 30 years in the post.
“We give our deepest and sincerest thanks and appreciation to Bourke for his 30
years of dedicated service to the MDC,” said MDC Chairman William A. DiBella.
“Bourke represented the District through several decades of growth and
challenges. His trusted counsel and insight have been extremely valuable to the
District on a wide variety of issues, ranging from energy, environmental
compliance and taxes to maintaining strong relationships with the District’s
member towns and state government. The District owes Mr. Spellacy a huge debt of
gratitude and we wish him all the best in coming years,” Mr. DiBella said.
Mr. Spellacy is co-founder and former chairman of the Hartford and New Haven law
firm Updike, Kelly & Spellacy. He was appointed District Counsel on January 3,
1977. Prior to his appointment, he served for seven years as Assistant District
Counsel. He is a graduate of Princeton University and Yale Law School.
As a noted trial attorney, he has successfully argued numerous cases before the
Connecticut Supreme Court, Connecticut Appellate Court, Connecticut Superior
Court and the U.S. Second Circuit Court of Appeals. In addition, he has
represented various corporations and associations in lobbying activities at the
State Capitol.
At a special meeting held on December 18, 2006, the MDC Board of Commissioners
appointed attorney R. Bartley Halloran as interim District Counsel.
Attorney Halloran is a graduate of Georgetown University and the University of
Connecticut Law School. He is the sole practitioner in the Law Offices of R.
Bartley Halloran in Farmington. He served as president of the Connecticut Trial
Lawyers Association from 1985-87 and was chairman of the Capital City Economic
Development Authority Board of Directors from August 1999 to May 2004.
“For the past year Bart Halloran has been a key member of our legal team,” said
Mr. DiBella. “He is a well-respected throughout the state and is eminently
qualified to provide legal representation for the MDC,” said Mr. DiBella.
The MDC is a nonprofit municipal corporation chartered by the Connecticut
General Assembly in 1929. The District provides water, sewer and household
hazardous waste collection services to its member municipalities: Bloomfield,
East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and
Windsor. In addition, under a series of special agreements, the District
supplies treated water to Glastonbury, the southern portion of South Windsor,
the eastern portion of Farmington, East Granby and Unionville.
