The Metropolitan District (MDC) has launched the MDC Radio Frequency Program in coordination with its supplier, Itron Incorporated and its installation contractor, Utility Partners of America (UPA). The goal of this program is to install automated meter reading devices for customers in East Hartford, West Hartford, Rocky Hill and Farmington. The devices allow the MDC to read customer water meters using a low-powered radio signal sent from the meter to an MDC vehicle as it drives down the street. The automated meter reading devices will reduce manual meter reading, increase customer billing accuracy and reduce estimated bills. Security, both for meter readers and customers, will also be improved by eliminating the need to regularly access meters on customer properties. Installations will begin in the Town of East Hartford and move over the next year to West Hartford, Rocky Hill and Farmington. Customers will be notified by mail when the program will be in their area and will be asked to call to schedule an installation appointment. The MDC will be coordinating this program with town authorities prior to entering the scheduled town.

What You Need to Know
MDC Radio Frequency devices are FREE and will be installed at no charge by the MDC’s contractor, UPA. Customers in the towns of East Hartford, West Hartford, Rocky Hill and Farmington will be contacted by the MDC and UPA to schedule an installation appointment. It is critical that the MDC receive a response from every customer contacted for the program; customers who ignore repeated contact attempts may have their water service shut off.

Making an Appointment
The MDC and UPA will send letters to notify customers when installers will be in the customer’s neighborhood.  If you are a customer who has received a notice regarding the MDC Radio Frequency Program and would like to schedule an appointment, please contact the call center at 1-888-314-7645 or email
MDCAppt@utilitypartners.com. The call center is available to take your calls Monday through Saturday from 7:00 AM to 8:00 PM and installation appointments are available Monday through Saturday 7:00 AM to 8:00 PM and Sunday 10:00 AM to 5:00 PM.

Easy Installation
Installation generally takes less than an hour and involves attaching the radio frequency device to your existing water meter and running a small wire through the wall to a panel installed outside your home. In most cases the water meter will be replaced at the same time the MDC Radio Frequency device is installed to ensure compatibility with the device. The UPA representative will review the installation location with you prior to beginning.  Please note that all MDC and UPA personnel will have MDC identification badges and be driving vehicles with MDC or UPA logos.

After Installation

A quality inspection will be conducted on some properties by MDC and UPA inspection personnel; the inspection may occur immediately following the installation or at a later date.  All MDC and UPA personnel will have MDC identification badges and be driving vehicles with MDC or UPA logos.

For some customers the first water bill after the device is installed may be estimated.  This can occur if the device is installed during the time when the meter is normally read.  Following water bills will have accurate water usage thanks to the radio frequency device.
